Explosion Consequence Analysis
An Explosion Consequence Analysis (ECA) is a structured process, utilizing explosives science and explosives engineering, to provide scientific evidence of the potential risk to individuals and property from blast effects and fragmentation in the event of an undesirable explosive event.
The ECA should be a core component of the risk analysis process during the planning for new or temporary structures, and must consider the impact of explosions from agreed standard Improvised Explosive Device (IED) threats. During the risk analysis of a specific location it will usually be necessary to do a range of ECA to cover the full spectrum of threats.
The ECA report concentrates on the effects of potential threat explosive events at agreed threat locations against personnel, together with a general indication of the effects on property. A sound knowledge of terrorist tactics and weapons systems is necessary fir the compilation of a meaningful ECA, without which any subsequent SVA will be limited. Detailed effects on specific structures may require a Structural Vulnerability Assessment of each structure.
Structural Vulnerability Assessment
Structural Vulnerability Assessment (SVA) is a structured process that uses evidence from the ECA, combined with civil or structural engineering experience, to specifically predict effects on structures.
The SVA should be undertaken for vulnerable structures where more detailed information is required of the effects of an explosion against the structure. It considers the construction form, geometry and site layout against the threat; the SVA can be a more complex report than an ECA.
The ECA/SVA report should also include background information for reference purposes on the Effects of Explosions and Standard IED Threats.
